When liberals refer to a community or neighborhood as "diverse", isn't that just code to other liberals that?

the area has been crippled by dependent minorities and rampant crime and are areas to be avoided? Does it mean that each house has at least three cars in the front yard, sitting on cinder blocks and the cops are too afraid or too unconcerned to go there?
