My Buildings pipes are REALLY loud... i can hear water running threw them and it sounds like I'm in a water fa?

i can hear water running threw them and it sounds like I'm in a waterfall. Now, because it is an older building but, still. Also, when I turn the cold water on full blast it sputters out... but, if i turn it a little on, i can still use it with some great pressure. Its only when i crank it open. Any suggestions on how to correct this?
