Why is it that when I search for things on the net, I get a lot of vague/unrelated links in the top?

I have a legit website, offering free services to employers. When I do a keyword search, for example Job Fairs Toronto, there are lots of results, but when you click on them none lead you to actual listings of Toronto Job Fairs. My site lists job fairs, it is listed on directories, it has proper meta tags, even ppc marketing, yet it never shows up in an organic search. What can be done??
