Does anyone remember a movie from late 80's early 90's maybe?

All I remember is some sketchy details. The main character is a girl. I think it's kind of futuristic. Where this time capsule thing is found in a dump and there is a girl who finds it. And there is a girl in it and she has a little jewel light thing on her head. And she's from somewhere where they all have it and it can make like a projection or something? I was so young that's all I can explain can anyone help?
