How do action movies make bullet props?

like when you see any war movie you see like guys firing at the other side and bullets hitting the dirt mound or sand bag or trees infront of them and you see like splinters of the tree fly up from where te bullet hit or the dust from the mound that was shot. well i know actors obviously arnt using live ammunition to do a movie so how do they do it??
