Do you agree with Bud Selig's decision not to punish Giambi?

That's your opinion, however consider that you're basically saying you would rather have Giambi lie than have him tell the truth. Why would Selig punish someone right now for cooperating? Baseball needs any and all information they can get and if they punished players for coming forward, they would get nowhere.
