My friend was involved in a hit and run. Can someone please help?

She couldn't see the driver because their windows were tinted, she couldn't tell the make or model of the car, but she knows it was a red SUV with grey on the bottom. They also had something on their plate that prevented her from seeing it. Maybe Phantom Plate? I don't know, but this person hit her in the side in an empty parking lot and didn't even attempt to stop. It's like they were reallying trying to hurt her. After they were done, they swerved around her and ran a red light to get away. My question is: Is there a way to search for this vehicle? ANY suggestions would help. Thank you.
